What is the best pedal for the money?

The IC pedals are bullet proof, highly adjustable and reasonably priced. You get a lot for your $ compared to other top of the line pedals. My only complaint is the beater. Not my favorite.

Take a look at Sonor 4000 or 2000 pedals. 4000's are sweet.
 
For my money, the DW 5000 single chain, which happens to my favorite pedal regardless of price. I assume it's still under $300 new
 
Honestly if its single bass drum I would just take a Speed Cobra 310 and mod it if I want a little extra, you can get all the pieces you want like the cobra coil and the pedal itself is a hundred bucks.
 
I don't have heaps of experience with different pedals, but I started out with the Yamaha 7000 series pedal (under $100 in Australia) and after a few years bought the top of the range Yamaha FP9 which as about 5 times the cost. I still use the original pedal on my practice kit and rehearsal kit and to be honest, I don't notice too much difference.

So, in answer to your question, I reckon it could be the cheap Yammie.
 
You might look at Gibraltar. I have several Gibraltar double pedals, chain drive and direct drive. I bought all of them used and I have been pleased by their performance. I should mention that I am not super picky about pedals. I am picky about beaters, so I don't used the stock beaters on any of my pedals. I have some Tama/Camco pedals (single and double) that I really like as well, a Yamaha I like, and a Speed Cobra that I like to use when I need more power.

That too, a shitty beater can make a good pedal feel bad, so replacing bad beaters with good ones is a lot of times what is needed to make a cheap pedal work like a more expensive one.

Ditto. Paid all of £80 for the 90s one and £15 for the original 1981 model. Between them they've done silly amounts of gigs and the odd drop of 3 in 1 oil is all you need to keep them in tip top condition

That's kind of a loaded question but since you mention 'used' and 'best for the money' I'd take a Taye XP-1 if you can find one.

The DW3000 double.

Very cheap. Workhorse. Strong. Rugged. Reliable. It was and still is my pride and joy.

I haven't shopped pedals for a few years but I found the answer to that question to be Tama. All of their top of the line Cobra pedals have always been remarkably competitively priced.
Even when they completely overhauled the pedals in 2016 I'm pretty sure the price stayed the same, even though the upgrades were numerous and significant.
 
Here’s what I got. I have a DW double chain double pedal from the year 2000 that I don’t use much. Never got around to practicing double pedal much. It has a Trick drive shaft that I put on it that makes the left foot easier to play and smoother. For single pedals I’ve grown to not like pedals with plates on the bottom and have gone to old school pedals like the Tama Camco, that Pearl one with the greenish/blue strap from the 80s(jazz drummer Mel Lewis liked that one), and I like that cheap modern Yamaha pedal with the strap that I modified like the guys from Sounds Like A Drum suggested here:
