it seems "tuning" tensioning drums some have no start/starting point ....well so how does one "get" a starting point

That use the same drums you do
Ah there might be the rub "I'm tuning Pearl Exports over here" there is no record to go by"...
Maybe.
but if you have a popular make and model
3 ply Ludwigs- whether from the 60s or 2020s.. You can find that sound on records.
If you have USA Gretsch you can most certainly find that all thru the 50s 60s 70s and maybe later on jazz albums where the drums are raw not processed.
So this is your starting point.
You are using the Same drums in the Same sizes that have been recorded in a mostly non-processed form.. is Your Start point.
This way- listening to "your" drums - on records is your ground floor.
If you're playing (own) a set of high end Mapex you may not have a lot of prior usage (records) to go by.
And what are we talking about when we say "That's the sound I'm looking for" or "that's it. That's the sound". Well that is something ingrained in your memory being brought to front of your mind.
The sound you heard some where
You're not starting from scratch without
some foundation - prior- heard- before.
Humble Pie's " Hot and Nasty" maybe your Ludwig's sound in your head you want.
There's a correlation to what you've heard in your ears to what you want to get from the drums in front of you.
And with enough studying and listening You get there.

All those record's -you put with your ears hands and drum key(s)- in to your drums.
Even the songs you've listened to on the Radio when there was a Radio (there still is) all the Hal Blaine and the Motown's.. the sound etched in your head- transfers to your drum set. From your ears & mind to your drum set..
What you "want" from your drums is something you've encountered before.. somewhere..
You'll know, when you've hit it right on the nostril. You'll be 'right there'.
One key (no pun use two..) is going after the sound you like and can get out of the drums in front of you.
9 times out of 10 it's a sound , the sound, you've heard before.
We're just passing thru..
One in a stream many before and will be many after.
