What's a practice pad supposed to be good for?

Depending on how thin your walls are: Probably.

You're still hitting a reasonably hard surface with a wooden stick, so it's going to make noise. There are some that are quieter than others though - The quietes ones are probably pads that are equipped with mesh heads.

Depends. Hitting a practise pad sends a lot of vibrations to the floor (if you have it on a regular stand), so if apartment dividers are thin it can definitely annoy the neighbors a lot more than your TV.
 
Turn the TV on when you use the practice pad. That way, if neighbors complain you can say it was the TV.
 
Some extra carpet under the stand and even between the pad and stand can reduce vibrations and resonance a lot.
